Land records are an essential part of property ownership and governance in India. Each state and Union Territory (UT) maintains a Record of Rights (RoR) to document ownership details, land classifications, and transaction histories. These records help in verifying property titles, preventing land disputes, and ensuring transparency in land dealings. With the advancement of digital technology, most states have digitized their land records, making them accessible online. Citizens can now check land records, RoR details, and ownership information through official state government portals. This initiative simplifies the process of accessing land-related data and enhances efficiency in property management.

Digital India Land Records Modernization Programme (DILRMP)

For the modernization of the land records system in the country, a modified programme, viz., the National Land Records Modernization Programme (NLRMP), now renamed as Digital India Land Records Modernization Programme (DILRMP), has been formulated by merging two centrally sponsored schemes:

  • Computerization of Land Records (CLR)
  • Strengthening of Revenue Administration and Updating of Land Records (SRA&ULR)

The DILRMP was approved by the Cabinet on 21st August 2008.

The programme was officially launched with a technical workshop conducted on 24th – 25th September 2008 in New Delhi, attended by officers from the Revenue and Registration Departments of various states.

The ultimate goal of the NLRMP is to establish a conclusive titling system with a title guarantee, replacing the current presumptive title system in the country.

Physical and Financial Progress under DILRMP:

Creation of Sub-Divisional Data Centre

Out of Rs. 32.25 lakh released by the Government of India, an amount of Rs. 31.85 lakh has been utilized for the creation of 32 Sub-Divisional Data Centres in 30 Civil Sub-divisions and 2 Sadar Sub-divisions across the State.

Creation of NLRMP Cell

Out of Rs. 147.05 lakh released by the Government of India, an amount of Rs. 103.79299 lakh has been utilized till date for:

  • Procurement of modern survey equipment
  • Library books and training materials
  • Consumables
  • Infrastructure upgradation
  • Management overheads
  • Boarding & lodging for trainees

This has been done for the creation of the NLRMP Cell at Assam Survey & Settlement Training Centre, Dakhingaon, Guwahati.

Setting up of Modern Record Room

Out of Rs. 1415.625 lakh released by the Government of India, an amount of Rs. 1400.00 lakh has been sanctioned for setting up 56 Modern Record Rooms in the first phase in selected Circle offices across the State. Till date, Rs. 1093.81703 lakh has been utilized.

About Bhulekh – All Land Records

Bhulekh – All Land Record is a digital portal for land records launched by the Revenue Council of each state government. Before the introduction of Bhulekh, all tasks related to land records, such as the Khatauni system and Jamabandi, were manually recorded on paper. However, now all state governments have computerized their land record activities.

Inter-connectivity Among Revenue Offices

Out of Rs. 540.75 lakh released by the Government of India, the Revenue and D.M. Department has sanctioned Rs. 540.75 lakh for inter-connectivity of 143 Revenue offices across the State through BSNL.

An amount of Rs. 405.48709 lakh has been released as an advance payment to BSNL, the implementing authority, to ensure the early commencement of the project.
